VIRTUAL PUBLIC HEARINGS – 18100 CASHELL RD, ROCKVILLE // 5425 WISCONSIN AVENUE, CHEVY CHASE, MARYLAND

November 23, 2021 – VIRTUAL PUBLIC HEARING FOR SUBDIVISION APPLICATION AT 18100 CASHELL ROAD, ROCKVILLE, MARYLAND

BBS&G attorneys will conduct a virtual public hearing on November 23, 2021 at 7:00 pm to provide information and an opportunity for public comment on a proposed subdivision plan for property located at 18100 Cashell Road, Rockville, Maryland.  

This meeting will be a repeat of the meeting that was held on November 3, 2021. The meeting is being repeated because the applicant learned at the November 3 meeting that the sign advertising the public hearing was posted incorrectly, on a neighboring property instead of on the subject property. The sign has since been posted in the correct location.

The subdivision site occupies approximately five acres of land on Cashell Road between Bowie Mill Road and Bready Road, across Cashell Road from Archwood Way.  The site consists of parts of two lots and is zoned RE-1.  Currently, the applicant operates an Alfred House senior assisted living and memory care facility in a house located on the portion of the site closest to Cashell Road.  There is also a two-story building on the site that is used for storage and office space.  The bulk of the property is vacant.  

No construction is planned in connection with the proposed subdivision.  The applicant plans to file a preliminary plan application later this fall to divide the property into two lots:  a one-acre lot for the existing Alfred House facility, and a lot of about four acres containing the remainder of the property.  The only physical changes proposed at this time are to build a new driveway for the existing Alfred House facility and to tear down the two-story building.  The Alfred House facility will continue to operate.

November 29, 2021 – VIRTUAL PUBLIC HEARING FOR BRIGHT HORIZONS CHILDCARE CENTER DEVELOPMENT APPLICATIONS AT 5425 WISCONSIN AVENUE, CHEVY CHASE, MARYLAND

BBSG attorneys will conduct a virtual public hearing on November 29, 2021 at 7:00 pm to provide information and an opportunity for public comment on plans for a new child daycare center in the Chevy Chase Center, located at 5425 Wisconsin Avenue, Chevy Chase, Maryland.  

The Chevy Chase Center is located on Wisconsin Circle between Western Avenue and Wisconsin Avenue.  Bright Horizons proposes to convert approximately 7,000 square feet of ground floor retail space and approximately 5,000 square feet of second-floor office space for child daycare use.  No changes are proposed to the exterior of the building other than new signage and window clings.   

Bright Horizons plans to file applications in the next few weeks to amend the existing preliminary plan of subdivision and site plan for the Chevy Chase Center to allow the proposed daycare center.   As noted, the proposed project is a conversion of existing space to a new use.  The daycare center is proposed to occupy approximately 12,000 square feet of space and to have about 147 children and 30 staff members.  Staff will park in the building garage.  Eight garage spaces located near the Wisconsin Circle entrance will be reserved for child drop-off and pick-up.  Many parents are expected to arrive by Metro or on foot.  Those that drive will park in the garage and use a safe, comfortable walkway to exit the garage onto Wisconsin Circle and walk a very short distance to the daycare center entrance.  Staff will walk children a few blocks from the center to Western Grove Urban Park for outdoor play and exercise. 

In compliance with the County’s zoning ordinance, this meeting will be held to share the plans for this project with you. At this meeting, the applicant will describe the proposal and answer any questions you may have. The meeting will be held virtually via Zoom on Monday, November 29, 2021 from 7:00 to 8:00 p.m.
