PRE-APPLICATION COMMUNITY MEETING FOR HERITAGE EMORY GROVE COMMUNITY DEVELOPMENT CORPORATION 

JANUARY 29, 2026 – VIRTUAL PRE-APPLICATION COMMUNITY MEETING FOR HERITAGE EMORY GROVE COMMUNITY DEVELOPMENT CORPORATION 

The Heritage Emory Grove Community Development Corporation (HEGCDC) invites you to attend a Pre-Application Meeting to review plans for a townhouse community proposed for land located on Washington Grove Lane between Emory Grove Road and Midcounty Highway. The project site consists of three parcels of land that are currently developed with single-family homes, 17810, 17812 and 17816 Washington Grove Lane; a vacant parcel located at 17801 Chorlee Court; a small area of land that is currently part of the site of the Emory Grove United Methodist Church at 8200 Emory Grove Road; and a vacant parcel at the corner of Midcounty Highway and Washington Grove Lane. The combined property has a tract area of approximately 4.5 acres. Most of the property is in the R-60 zone, with the exception of the vacant parcel at the corner, which is in the R-90 zone. The church and its parking lot will remain in place. The HEGCDC plans to submit applications in the next few weeks for a preliminary plan of subdivision, site plan and forest conservation plan to allow the combined property to be divided into lots for up to 39 townhomes with open space and parking. A copy of a concept plan for this project is enclosed for your use.

The HEGCDC’s goal in proposing this project is to increase the availability of housing, and especially affordable, for-sale housing, in Emory Grove. This townhouse community is part of a larger project called the Heritage Emory Grove Redevelopment Project, which the HEGCDC is working on with the Emory Grove United Methodist Church and Montgomery County’s Housing Opportunities Commission.

In compliance with the County’s zoning ordinance, this meeting will be held to share the plans for this project with the community. At this meeting, the HEGCDC will describe the proposal and answer any questions you may have. The meeting will be held at the Emory Grove United Methodist Church, 8200 Emory Grove Road, Gaithersburg, Maryland on Thursday, January 29, 2026 from 7:00 to 8:00 p.m. Free parking is available in the church parking lot.
